I let him talk me down 5 bucks on a 30 dollar purchase after the price was agreed, then he didn't send any money anyway. I googled him, and it turns out he's this guy:

Continuation,
So this guy sent me money via paypal, and I didn't want to deal with him. I refunded it and told him to go away. Because I had his eBay ID from the Paypal transaction, I blocked him. A couple of days later I listed the same item on eBay and the asshole bids on it through a fake account, wins it, and then asks for his money back. -------------------- |

That is almost funny. However, with eBay rules he may be able to profit from his goofy behavior by pissing off sellers who then try to keep his money. I am not sure how the scam would actually work but there sure are a lot of eBay sellers complaining about funds being tied up or delivering the goods but never getting paid.
You have to refund him (I suppose) but you should report this guy to eBay/PayPal. I will be waiting for the next chapter of this story where he shows up at your door with the deed to your home in his name. -------------------- Read this first then ask questions:

eBay and paypal have actually been decent about these type of transactions. If he already paid and wants his money back already. I would draw a middle finger and send it to him in a box and use that boxes tracking number for paypal to release the money. Keep the item. Prove you didn't send it, you have all the necessary paperwork etc. And he's already contacted you saying he doesn't want it. Seems like a "problem user" to me. But I don't like being effed with, so I like to get back at ppl in the extremes. Ha.
